Challenge

Norwegian families navigating custody disputes, Barnevernet (child welfare) interventions, and cross-border legal proceedings face a fragmented legal landscape. Court decisions, statutory frameworks, European Court of Human Rights (ECHR) rulings, and procedural guidelines are spread across dozens of sources — most available only in Norwegian legal terminology that non-lawyers struggle to interpret.

Do Better Norge, a multilingual family rights advocacy platform, needed to provide instant, reliable answers grounded in actual legal sources — not generic AI summaries, but citation-backed responses traceable to specific court decisions, statutes, and ECHR judgments.

The requirements were clear:

  • Ingest thousands of legal documents — court rulings, statutes, regulatory guidance, ECHR case law
  • Deliver answers with source citations that link back to original documents
  • Support cross-language queries (Norwegian, English, Ukrainian, Polish)
  • Maintain strict EU data sovereignty — no data leaves European jurisdiction
  • Provide sub-5-second response times for real-time consultation use

Our Response

Blue Note Logic deployed its KaaP (Knowledge as a Package) service to build the Norwegian Family Law Corpus — a production-grade, searchable legal knowledge base running on the CorpusAI platform.

Corpus Construction

The team ingested 4,754 legal documents including:

  • 773 court decisions from Norwegian district courts, appeals courts, and the Supreme Court
  • The Children Act (Barnelova), Child Welfare Act (Barnevernsloven), and related statutory frameworks
  • ECHR case law relevant to Article 8 (right to family life) and Norwegian family proceedings
  • Barnevernet procedural guidelines and administrative regulations
  • Legal commentary and academic analysis from Norwegian family law practitioners

Platform Integration

The corpus was deployed on CorpusAI with full REST API access, enabling Do Better Norge to embed legal search directly into their platform. Every response includes source citations with document references, enabling users to verify answers against original legal texts.

Query Intelligence

CorpusAI processes queries using 768-dimension semantic embeddings, matching user questions to relevant document passages regardless of exact phrasing. A Norwegian-speaking user asking about "samværsrett etter barnevernstiltak" (contact rights after child welfare intervention) receives the same quality results as an English query for "visitation rights following Barnevernet case."

Technical Deep Dive

Infrastructure: EU-hosted on bare-metal Hetzner servers (Helsinki + Nuremberg) with NVIDIA RTX PRO 6000 Blackwell GPUs (96GB VRAM). Inter-node traffic encrypted via WireGuard mesh VPN.

Architecture: Cryptographic tenant isolation ensures corpus data is never shared across clients. Document chunking at ~512 tokens with overlap, indexed into a vector store for sub-second retrieval. RAG (Retrieval-Augmented Generation) pipeline combines relevant passages with the query for grounded, citation-backed responses.

API: REST endpoints — POST /api/v2/chat for conversational queries, POST /api/v2/search for direct semantic search. API key authentication, rate limiting, and full audit logging.
