Challenge
Norwegian families navigating custody disputes, Barnevernet (child welfare) interventions, and cross-border legal proceedings face a fragmented legal landscape. Court decisions, statutory frameworks, European Court of Human Rights (ECHR) rulings, and procedural guidelines are spread across dozens of sources — most available only in Norwegian legal terminology that non-lawyers struggle to interpret.
Do Better Norge, a multilingual family rights advocacy platform, needed to provide instant, reliable answers grounded in actual legal sources — not generic AI summaries, but citation-backed responses traceable to specific court decisions, statutes, and ECHR judgments.
The requirements were clear:
- Ingest thousands of legal documents — court rulings, statutes, regulatory guidance, ECHR case law
- Deliver answers with source citations that link back to original documents
- Support cross-language queries (Norwegian, English, Ukrainian, Polish)
- Maintain strict EU data sovereignty — no data leaves European jurisdiction
- Provide sub-5-second response times for real-time consultation use
